This center is responsible for:
ü Employment management of public institution personnel;
ü Quota administration for non-faculty positions;
ü Human resource management for institutional employees (contract renewals, evaluations, retirement, resignations, transfers, part-time faculty appointments (both internal and external, extension appointments for senior experts; etc.);
ü Administration of part-time intellectual talent recruitment;
ü Formulation and implementation of relevant personnel policies.
Talent Development and Cultivation Center:
This center is responsible for:
ü Planning and development of faculty, including faculty quota allocation and position structuring;
ü Evaluation and appointment of tenured faculty positions, professional technical title assessments, adjustments of technical position levels, promotion frameworks for administrative staff, and policy implementation regarding technical/skilled role recruitment;
ü Development and execution of in-service professional training programs (including continuing education programs, interdisciplinary faculty training, and specialized workshops to enhance administrative staff's management and international competencies);
ü Application, selection, approval procedures, and processing of long-term official overseas dispatch programs, and coordination of international travel logistics.
Resource Allocation and Support Center:
This center is responsible for:
ü Management of salary distribution and internal income allocation for all university staff;
ü Administration of welfare and social security for institutional staff members;
ü Fund allocation and disbursement for position appointment expenditures, partial talent recruitment budgets, and relocation allowances;
ü Personnel filing for affiliated hospitals;
ü Administration of post-retirement rehiring arrangements;
ü Performance evaluation for financially independent units, - Payroll reporting.
Personnel Service Center:
This center is responsible for:
ü Management of diversified employment models and related policy formulation;
ü Recruitment, evaluation, and professional development of administrative specialists;
ü Supervision and guidance for labor dispatch services across university units, process management and services for dispatched personnel, and maintenance of their records in the HR information database;
ü Retirement procedures for institutional staffs;
ü Full process management of domestic visiting scholars (admission, training, and completion);
ü Admission and training of special ethnic minority cohort;
ü Onboarding formalities for institutional staff and postdoctoral researchers;
ü Exit-entry record-filings management with public security authorities, review of private passports and travel permits (Hong Kong, Macau, Taiwan) applications and renewals;
ü Certification review of higher education teaching qualifications, verification of 30-year teaching service honor certificates (Zhejiang Province);
ü Security clearance management for personnel assuming/leaving sensitive positions;
ü Reimbursement review of childcare expenses for institutional staff;
ü Assistance with personnel status verification and issuance of various HR certifications;
ü Review procedures related to talent qualification and returnee status on Zhejiang Provincial Talent Service Platform.
Postdoctoral Affairs Office:
This office is responsible for:
ü Strategic planning and implementation of the university postdoctoral programs;
ü Development and management of postdoctoral research mobility stations;
ü Approval procedures for postdoctoral recruitment and completion of programs, onboarding procedures, mid-level professional title confirmation, extension approvals, and official overseas travel record-filing;
ü Application and management of postdoctoral funding programs, special grants, and international exchange projects;
ü Documentation management: verification and organization of postdoctoral researchers, and archival transfer procedures;
ü Orientation training for newly recruited postdoctoral researchers;
ü Fund management for jointly-funded enterprise postdoctoral positions;
ü Establishment for full-time research fellow positions.
General Information Office:
This office is responsible for:
ü Comprehensive coordination and cross-departmental liaison;
ü Operational efficiency through document management, archiving, information reporting, policy drafting and official documentation preparation;
ü Visitor reception and protocol services, conference arrangements, departmental budget and asset management;
ü Issuance of cadre appointment/removal notices;
ü HR information system development & maintenance, personnel data analytics and statutory reports;
ü Administration of public exams and training programs, providing professional title evaluation services for external organizations.
