部门简介

人力资源处是主管全校人力资源工作的职能部门,主要工作职责是: 

Human Resources (HR) department is the functional department responsible for overseeing the human resources work across the entire school. Its main duties include:


一、贯彻执行党和国家关于人力资源工作的方针、政策和法规,负责全校人力资源工作的宏观规划、综合管理、监督服务;研究制定人力资源制度改革的方案,拟定有关人力资源行政管理的规章制度,经审议通过后组织实施。

1To implement the guidelines, policies, and regulations of the Party and the state regarding human resources, responsible for macro planning, comprehensive management, and supervision services of HR across the entire school and departments; conduct research to formulate plans for human resources system reform, draft regulations and systems related to human resources administration, and organize their implementation upon approval.


二、会同有关部门对学校管理体制改革、机构改革提出方案,经审议通过后组织实施。承办全校行政干部的任免发文和行政机构设置发文。

2Coordinate with relevant departments to propose plans for school management system reform and organizational restructuring. Organize and implement these plans after they have been reviewed and approved. Undertake the issuance of official documents regarding the appointment and removal of administrative cadres across the entire school, as well as documents related to the establishment of administrative institutions.


三、全校教职工编制的管理,研究制定用人计划和结构调整政策。

3Establishing management staffs of the faculty, research, and formulation of employment plans, policies and structural adjustment staffing of public institution.


四、全校教职工的岗位聘任和各类专业技术人员技术职务评聘的综合管理。

4The appointment of all faculty and staff positions across the entire school and comprehensive management of staff positions across the entire schools, evaluation and appointment of various professional and technical personnel.


五、主管教职工的考核、奖惩工作;负责各类专家、杰出人才的选拔、报批及其管理工作。

5Responsible for the assessment and  disciplinary actions of faculty staffs; in charge of the selection, approval, and management of various experts and outstanding talents.


六、会同有关部门和院系共同研究教师及各类专业技术人员队伍建设与发展规划,制定培养和提高计划。

6Work with relevant departments and faculties to research team construction and development plans, to formulate training and improvement plans for various professional and technical personnel.


七、根据学校人才引进工作领导小组的决定和意见,指导并配合院系做好人才引进、智力引进工作。

八、制订招收、培养和管理博士后的有关政策文件和规章制度,经审议后组织实施;组织博士后科学基金的申报及管理;组织进行博士后流动站的申报和管理工作;指导博士后联谊会的工作。

8. Develop relevant policy documents and regulations for recruiting, training, and managing postdoctoral fellows,  organize and manage the application for postdoctoral scientific funds, oversee the application and management of postdoctoral mobile stations, and guide the work of the postdoctoral fellowship association.


九、全校教职工的工资、津贴、补贴的调整和管理,研究制定校内分配政策改革方案,综合管理劳动就业与社会保障及教职工福利等工作。

9Adjust and manage the salaries, allowances, and subsidies of all faculty staffs, research and formulate reform plans for internal allocation policies, and comprehensively manage labor employment, social security, and faculty welfare.


十、办理公派出国人员的选拔、报批手续,并会同有关单位做好管理工作。

10Handle the selection and approval procedures for personnel travelling abroad for official assignments and cooperate with relevant units to ensure effective management.


十一、学校保密归口管理;出国(境)报备人员的申报及日常管理工作;留学回国人员科研启动经费的申报及管理。

11Centralized management of confidentiality matters; handle the declaration and daily management of personnel traveling abroad; oversee the application and management of research startup funds for returnees from overseas studies.


十二、办理教职工退(离)休、退职、辞职以及教师延聘等手续,核算和发放精减职工及遗属生活补助费,开具工龄、教龄、工资收入等各类证明。

12Handle the procedures for faculty retirement, resignation, termination, and contract renewal, calculate and issue living allowances for reduced staff and their dependents, and issue various certificates such as seniority, teaching experience, and income.


十三、协调各单位做好在职职工的工伤认定,丧葬费及抚恤金发放等事宜。

13. Coordinate units to handle work-related injury determinations, funeral expenses, and pension payments for in-service staff.


十四、负责人员调动和聘用工作。办理兼职教师的报批手续。

14. Responsible for the transfer and employment of personnel. Handle the approval procedures for part-time teachers.


十五、制定有关人才交流的政策和规定,做好转岗、分流人员的管理、需求岗位招聘以及人事代理和合同管理工作。

15. Develop policies and regulations regarding talent exchange, manage the transfer and redistribution of personnel, recruit for vacant positions, and handle personnel agency and contract management.


十六、人力资源、劳资统计及信息综合管理。

16. Comprehensive management of human resources, labor-capital statistics, and information.


十七、转业军官和复员退伍军人的接收安置工作。审批临时工的使用计划。

17. Facilitate the reception and placement of officers transitioning from military service and demobilized soldiers. Approve the utilization plan of the temporary workers.


十八、做好接收和管理国内访问学者的工作,做好高级研讨班的申报和有关组织工作。

18. Manage the reception and administration of domestic visiting scholars, and handle applications and related organizational work for advanced seminars.


十九、按照档案工作的有关规定,做好立卷归档工作。

19. In accordance with the relevant provisions of archival work, conduct file management.


二十、正确、及时完整地向学校报送各类信息,认真处理人事信访问题,并承办学校交办的其他事项。

20Submit all kinds of information to the school on time and completely, earnestly address personnel petitions, and handle other tasks assigned by the school.
