The Department of Human Resources (HR) is the functional department responsible for overseeing human resources management throughout the University. Its primary responsibilities include:
1. Execute national and Party policies on HR management; provide strategic planning, oversight, and services for university HR operations; develop HR system reforms, establish administrative regulations, and implement them after review.
2. Collaborate with relevant departments to propose plans for the reform of the University’s management and organizational system, implementing them upon approval. Process official documents on administrative personnel appointment and setups of administrative units.
3. Oversee faculty and staff staffing quotas, and develop hiring plans and restructuring policies.
4. Manage university-wide faculty/staff appointments and professional technical personnel evaluations.
5. Manage faculty and staff performance assessments and incentive systems; administers the nomination, approval, and management of academic experts and top-tier professionals.
6. The department works with related departments and academic units to plan for faculty and professional staff development, design training and career advancement initiatives.
7. Facilitate and coordinate talent/intellectual recruitment efforts across academic units, implementing policies set by the University’s Talent Recruitment Leadership Group.
8. Develop and implement policies governing postdoctoral recruitment, training and administration; manage postdoctoral science fund applications; supervise the establishment and operation of postdoctoral research stations; guide the activities of postdoctoral associations.
9. Manage university-wide adjustments and administration of faculty and staff salaries, allowances, and subsidies of all faculty staffs; research and formulate reform plans for internal allocation policies; oversee comprehensive management of labor employment, social security, and faculty welfare.
10. Handle the selection and approval procedures for publicly-funded personnel going abroad and collaborate with relevant units to conduct management work.
11. Serve as the university's designated authority for confidentiality management; handle the declaration and routine administration of personnel requiring overseas travel reporting; manage the application and administration of research initiation funds for returned scholars.
12. Process faculty retirement, resignation, termination, and contract renewal; calculate and distribute living allowances for laid-off staff and dependents; issue certificates related to work seniority, teaching experience, and salary income.
13. Coordinate with related departments to handle work-related injuries certifications, funeral expense disbursements and bereavement compensation for current employees.
14. Oversee personnel transfers and hiring processes. Handle the approval procedures for part-time faculty appointments.
15. Formulate policies and regulations regarding talent exchange; oversee the management of the transferred and redeployed personnel, recruitment for vacant positions, and handle personnel agency and contract management.

17. Human resources, labor compensation statistics, and comprehensive information management.
18. Manages the reception and placement of demobilized military officers and demobilized veterans. Approve temporary labor utilization plans.
19. Perform filing and archiving work in compliance with relevant records management regulations.
20. Accurately, promptly, and completely submit all required information to the University; diligently address personnel-related petitions and inquiries; and execute other tasks assigned by the University.
